Description
This PR adds basic layout for following documents:

  • GH issues templates
    • inspired by existing contrib ones to ensure more standardized experience
    • for now feature request and bug report
    • config should prevent creation of non-template based issues
  • PR template
    • also inspired by existing contrib PR template
    • focal points: description and testing
    • left out the descriptions uncommented so there is stronger incentive to replace/delete those when creating new PR
  • VERSIONING.md
    • left an explicit note on distributions versioning. Left should follow the standards already set, no need to repeat those.

Feel free to provide feedback on what you would welcome being extended.
